The Alabama Canine Law Enforcement Officer’s Training Center, Inc. was founded in October of 1985. Since that time, the center has been responsible for the training of Police Service Dog Teams all across the United States and in fourteen foreign countries.
Our goal at the center is to provide the best training possible, not only for the dogs, but for the handler, so that he has a complete understanding of the working ability of his dog and the responsibilities he has as a handler. Our training standards and methods are adopted from the German Landespolizeischule fur Diensthundfuhrer, in Stuckenbrok, Germany. We feel this training is among the most updated training being used in the field today

Collar Clinic is one of the nation’s oldest electronic dog collar specialists. Electronic dog training collars are a big investment, and there was a need for repair options other than the manufacturer’s service. Collar Clinic decided to meet that need. Excel K-9 Services, Inc. was founded in 2001 by Paul Shaughnessy and now consists of a staff of working Law Enforcement K-9 Trainers. Our Training Facility and Kennel is located in Hiram, Ohio. Our Facility includes a fully heated and air conditioned indoor / outdoor kennel, Grooming Room, Classroom and lodging that includes a full kitchen and Wi-Fi. On site we have a 21 Obstacle Agility Course, Vehicles for Detection Work, Tracking and Article Search Areas, and a Shooting Range. We also have a field office located in greater Los Angeles California. Our Staff includes: four trainers, one kennel manager and several kennel and school Assistants. We are very proud of our trainers that have received national accreditation. This approach brings real world experience to every training session.
Paul is now retired from law enforcement after 16 years of service. Paul held the rank of Sergeant and was responsible for his department’s K-9 unit. Paul continues to serve as the unit’s trainer.
He has trained and assisted in the training of hundreds canines that are currently being used in law enforcement around the world. He has received over 3,500 hours of instruction from a variety of nationally and internationally recognized trainers of police service dogs. He also has extensive training in drug interdiction and identification and urban community policing as well as Counter-Terrorism Interdiction and Identification.
Paul received Handler and Trainer Certificates from a Nationally Accredited and Recognized K-9 Academy and has received Master Trainer Accreditation in Utility Dogs, Narcotic Detection and Explosive Detection Dogs with the North American Police Work Dog Association, the largest Police Service Dog Organization in the United States. Paul is also a member of several other state and national associations. Also, as an Evaluator for the Ohio Peace Officer Training Commission, Paul has tested and certified numerous dog teams throughout the state of Ohio. He continues to update his personal training by attending seminars and workshops throughout the country and working with nationally and internationally recognized dog trainers, veterinarians, animal behaviorist and local, state and federal law enforcement professionals.
Paul has been working with K-9’s since 1993 and was partnered with two Patrol /Narcotics Detection Dogs. He founded Excel K-9 Services, Inc. with a sincere dedication to provide comprehensive K-9 training, and the development of superior K-9 teams. Excel K-9 strives to insure that, upon the completion of basic training, the handler and dog team will have the confidence to be successful in every deployment. We are available to any and all K-9 handlers who need thorough on-going training and departments or organizations that need advanced in-service training seminars on k-9 and other subjects related to law enforcement.
Paul Shaughnessy was a field sergeant and officer in charge of his 150 member department’s K-9 Unit that currently consists of three police service dog teams which serve a diverse urban community. He was responsible for all training and deployment issues. He is a graduate of the Police Executive Administrative Leadership School and a graduate of SWAT Operator’s School and served as the supervisor of the department’s full time SWAT Unit. Paul has also planned and executed a numerous tactical operations with a variety of local, state and federal agencies. Paul also has extensive courtroom testimony experience and has instructed continuing Education Classes for the Ohio Bar Association, Ohio Bailiffs Association, Police / Security Academies and countless Civic Organizations about Police Service Dog related topics. In addition to providing Police Service Dog training, Paul has extensive experience training civilian dogs in Basic and Advanced Obedience, Family Protection, Agility, Tracking, Civilian Search and Rescue and Therapy Dog Training. Excel K-9 Services also provides behavior modification training for dogs that have aggression or other behavior problems. Paul and his staff specialize in in-home training sessions, which is the best way to address behavior problems in companion dogs.

Across centuries this message has remained poignant and true and it is to the select forces of specially trained operators of today who risk their lives in the most strenuous of situations in order to protect the safety and liberty of others that we respectfully dedicate this publication.

Scent Evidence K9 Mission and Vision
Our mission is to provide effective systems and services that enable communities and organizations to find missing persons and bring them home safely.
A key approach in achieving this mission is helping communities focus on providing services to the most vulnerable populations with greater risk of becoming a missing person. Two vulnerable populations found in most communities are children with autism spectrum disorder and persons with dementia.
According to the Center for Disease Control, one in 68 children have been diagnosed with autism spectrum disorders (ASD). A study completed by the American Pediatric Association states that almost 50% of these diagnosed children will go missing at least once before the age of 17. Based on recent studies, the number of individuals diagnosed with dementia will increase to 7.1 million in the USA by 2025. This is an increase of 40%. Studies have shown that 6 out 10 individuals with dementia will become lost.
The FBI stated that 627,911 missing person records were entered into the 2013 National Crime Information Center (NCIC) report. At Scent Evidence K9, we believe that these heartbreaking statistics are much more than just numbers on a page. We believe that every missing person is important and deserves the best resources available to search for them.

Paul Coley – Founder & CEO
Paul has dedicated his entire career to public service in the fields of education, law enforcement, criminal justice, investigations, forensics, and emergency management. While Chief of Security at Florida’s largest mental health treatment facility, Paul researched the best way to find missing patients, and subsequently established their first canine program.
Paul further developed his knowledge and skill as a handler while working as a Forensic Canine Specialist for the FBI. As a member of the FBI Evidence Response Team, he deployed human scent evidence K9 teams in the United States of America and overseas. Paul has also served as an instructor for National Academy Classes at FBI Academy.
Seeing the need to help communities and law enforcement agencies improve their methods of locating missing persons, Paul started Scent Evidence K9 to provide innovative human scent discriminate K9 services on an international level.
Co-Founder & Executive Vice President
Donna has devoted her life’s work to the field of human services. She has a Master of Science degree in counseling and psychology, and is a Certified Public Manager who has served the public for 25 years. Donna is passionate about promoting excellence in organizations with a mission to serve others.
Her primary role in the organization is to create products that meet stakeholder needs. She uses her skills and experience as a performance excellence examiner to continuously evaluate and identify improvements to the Kit. In addition, her experience in behavior modification and staff training are used to develop training materials and plans for K9 teams.

We also publish articles on Service Rottweilers, K9’s, carting, agility, herding, CKC/AKC advanced titles – all working dog titles.
